Dear Mr. Knighton:
r In reference A, ANPP requested 48 hour5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> relief from Limiting Condition for Operation 3.0.3 while a proposed Emergency Technical Specification change was prepared and submitted for your review and approval (Reference C).
The relief was necessary to allow PVNGS Unit 1 and 2 to remain at power during this period. Concurrent with the Emergency Technical Specification Change request, PVNGS operations planned and subsequently implemented corrective actions.
The corrective actions involved re-calibration of the low reactor coolant flow trip setpoints based on the range of full flow differential pressures observed in the units.
The Technical Specifications limit listed in Table 2.2-1 are not affected by the re-calibration of the setpoints.
The re-calibrated setpoints were set into the units which resulted in the correction of previous channel trips and pre-trips.
On May 29, 1986, at 0250 MST, Unit 2 declared all channels operable and at 1430 MST, of the same day, Unit 1 declared all channels operable.
Based on this new information and on a telephone conversation between ANPP and members of your staff, on May 29,
- 1986, ANPP requests that the NRC cancel'.
