Dear Mr. Knighton:

Per conversation with you and your staff on May 27,

1986, submitted herewith is a

one-time only request for 48-hour relief from Limiting Condition for Operation 3.0.3; which states in part "when a Limiting Condition for Operation is not met, except as provided in the associated ACTION requirements, within 1

hour, action shall be initiated to place the unit in a MODE in which the specification does not apply by placing it; as applicable, in:

The requested relief will allow PVNGS to remain at power wh1le an Emergency Technical Specification change is prepared and corrective steps are implemented to change setpoint settings allow1ng continued operation.

During investigation of channel trips associated with the low reactor coolant flow trip, it was discovered that two of the three parameters set in the trip are in violation of Technical Specification Table 2.2-1.

Specifically, the RATE and BAND setpoints are not conservative whenever the measured average S/G differential pressure is below 22.5 psid.

However, the FIOOR setpoint provides the necessary protective action within the time frames assumed in the applicable safety analyses.

The assumed values in the setpoint calculat1on for the

FLOOR, RATE and BAND setpoints are based on a range of differential pressure of 22.5 psid to 30.0 psid.

The actual measured maximum value of differential pressure was 26.5 paid, which makes the FLOOR setting conservatively high.

The actual measured minimum value of differential pressure which determines the RATE and BAND settings was 17.5

psid, which makes the rate and band settings non-conservative.
However, after evaluation of this condition by Combustion Engineer1ng we have determined that the FLOOR setting will provide adequate protection within safety analysis values.
