Dear Mr. Knighton:

Attached, please find proposed changes to the PVNGS Unit 1 Technical Specifications Section 6 "Administrative Controls." The changes presented herewith were previously discussed with and agreed to by your staff during the PVNGS Unit 2 Technical Specifica-tion review process and have been incorporated into the PVNGS Unit 2 license.

By .this'etter, we are requesting that the attached changes be incorporated into the Unit 1 Technical Specifications. Attachment 1, to this letter, is the no significant hazards consideration for your review and approval. Attachment 2 is Technical Specifica-tion Section 6, Administrative Controls figures 6.2-1, 6.2-2 and Section 6 4 1, which ~ ~

is to be replaced by Attachment 3, the revised figures showing the organizational changes'n future correspondence, we will be requesting additional changes to the Unit 1 Technical Specifications in order for the Technical Specifications to be identical with Unit 2~

In accordance with the requirements of 10 CFR 170. 12(c), the license amendment applica-tion fee of $ 150.00 is also enclosed.

ATTACHMENT 1 DESCRIP'/ION OF AMENDMENT REQUEST:

The proposed amendment would modify Section 6, Figures 6.2-1 and 6.2-2. The Assistant Vice President Nuclear Production is shown separated from the Vice President Nuclear Production and is assigned direct responsibility for four support functions: Emergency Planning, Administrative Services,'Training, and Mater Reclamation Facility operations.

This change was made to allow those managers who have direct responsibility for plant operation and safety to concentrate on those, areas and to provide effective management for necessary support functions.

An additional change can also be seen on these figures. The Compliance Department, reporting to the PVNGS Plant Manager, will now be headed by a.Manager with one or more supervisors reporting to him. This change is intended to increase the effectiveness of this group in responding to regulatory and plant issues.

BASIS FOR NO SIGNIFICANT HAZARDS DETERMINATION:

(A) The proposed change does not involve a significant hazards consideration because operation of Palo Verde Nuclear Generating Station Unit 1, in accordance with this change, would not:

(1) Involve a significant increase in 'the probability or consequences of an accident previously evaluated.

This change merely eliminates, from the organization chart, those areas which do not have direct relationship with plant operations and safety.

The organization of ANPP is presented in chapter 13 of the FSAR and it listing in the Technical Specifications would be redundant. Changes made in the organization will increase the effectiveness of PVNGS management by having those areas, which are support functions, report to the Assistant Vice President of Nuclear Production.

Therefore, this change cannot increase the probability or consequences of an accident.

(2) Create the possibility of a new or different kind of accident from any previously analyzed.

E Xt has been determined that a new or different kind of accident will not be possible due to this change. This elimination of redundant administrative requirements does not create the possibility of a new or different kind of accident.

(3) Involve a significant reduction in a margin of safety.

This change was made to allow those managers who have direct responsibilities for plant operation and safety to concentrate resources on those areas and to provide effective management for necessary support functions. Elimination of redundant administrative requirements will not reduce the margin of safety.

(B) The Commission has provided guidance concerning the application of the standards for determining whether a significant hazards consideration exists.

The proposed change is similar to example (ix); inasmuch as this change would modify Section 6, Figures 6.2-1 and 6.2-2, to reflect organizational changes. Section 13 of the FSAR will also be changed to reflect the new organization.
