Request for Additional Information Moderator Temperature Coefficient for PVNGS Unit 1.

Dear Mr. Knighton:

Reference (1) submitted a

request to modify the PVNGS Unit 1

Moderator Temperature Coefficient (MTC) Technical Specification.

During the NRC Staff review of this request, the NRC staff determined that additional information was needed before the review could be completed.

Thus, the NRC staff tr'ansmitted a request for additional information to ANPP (Reference (2)).

The purpose of this letter is to inform the NRC staff that the requested Technical Specification change is no longer necessary to support PVNGS Unit 1, cycle 1 operation.

This amendment was originally necessary because the check valve leakage lines for the safety injection lines in PVNGS Unit 1

were installed such that 87 cubic feet of safety injection line volume was between the check valves closest to the Reactor Coolant System (RCS) and the check valve leakage lines.

With this configuration, direct boration into the RCS would have been required to ensure that this volume of water between the leakage lines and the check valves remained borated consistent with safety analysis assumptions.

Subsequent to the original amendment

request, ANPP was able to complete the modification to relocate the check valve leakage lines closer to the check valves.

This modification was completed during the spring outage at PVNGS Unit 1.

The completion of the modification made the Technical Specification change unnecessary.

Therefore, ANPP hereby withdraws the request to have the MTC Technical Specification amended.
