Dear Mr. Knighton:
License condition 2.C.(l).8 required non-technical specification radiation monitors to be operable in accordance with the schedule given in our letter dated November 29, 1985 (ANPP-34129).
The letter was based on agreements with NRC Region V.
Operability was not explicitly defined in the November 29, 1985, letter.
We are hereby clarifying the term "operability" which was the basis of our letter.
For the non-technical specification
- monitors, operability means that the monitors have successfully completed preoperational tests and the monitors have been placed in service.
Initially, ANPP accepted this license condition for the radiation monitors because of an NRC concern that none of the monitors had completed their preoperational tests.
Following the preoperational
- tests, the monitors would be placed in service and any malfunction thereafter would be handled under normal maintenance procedures.
It has always been our intent to answer the original NRC concern by assuring the completion of preoperational tests for the radiation monitors in accordance with the schedule of the license condition.
We are providing this understanding for the term operability, but the intent and schedule of our letter remain the same.
