Request for Additional Information - Palo Verde Unit 2 Technical Specifications As a result of our review of the proposed Technical Specifications for the Palo Verde Unit 2 full power license, the staff has identified the need for additional information regarding Specifications 3.4.1.2 and 3.4. 1.3.

The LCOs for those specifications appear to be unsupported by their bases in Section 3/4.4. 1.

Section 3/4.4. 1 appears to require that all four reactor coolant pumps (both reactor coolant loops) be operable in Modes 3 and 4.

The LCOs, on the other hand, require only one reactor coolant pump in each loop to be operable in Modes 3 and 4.

Please explain this inconsistency including, if'ppropriate, a reference to the relevant FSAR safety analysis.
