This letter is a formal request to amend PVNGS Unit 1 Technical Specification 3.1.1.3, Moderator Temperature Coefficient.

This change is required to validate a

PVNGS Cycle 1 specific steam line break analysis.

Therefore, ANPP requests NRC approval of this Technical Specification change on or before July 1, 1986.

Enclosure to i'P-35342 ENCLOSURE DESCRIPTION OF PROPOSED CHANGE The proposed change revises PVNGS Unit 1

Technical Specification 3.1.1.3, Moderator Temperature Coefficient.

Technical Specification 3.1.1.3 establishes the range of allowable moderator temperature coefficient (MTC) values as a

function of average moderator temperature.

MTC expresses variation in moderator reactivity per unit change in moderator temperature.

Technical Specification 3.1.1.3 is required to assure that actual (measured) values of MTC occurring during Unit 1 Cycle 1 are bounded by values assumed in the safety analyses.

The proposed change revises the most negative value of MTC (appearing on Technical Specifications Figure 3.1-1) from

The proposed change in the most negative allowable MTC reflects a change from the existing

value, which is a

number selected to bound anticipated equilibrium cycle operation, to a

new value that bounds anticipated Cycle 1, but not necessarily equilibrium cycle, MTC values.

The change is required at this time to validate a

PVNGS Cycle 1 specific steam line break analysis which uses a less negative value of MTC than was used for the corresponding CESSAR analysis.

Operation of Palo Verde Unit 1 Cycle 1 in accordance with this proposed change constitutes no significant hazards consideration because the amended technical specification reflects a

more restrictive range of allowable values for the subject parameter.

Attached to this submittal is the amended page of the Palo Verde Unit 1 Technical Specifications for your review.

SAFETY EVALUATION FOR THE PROPOSED CHANGE This change to the Technical Specifications will not increase the probability of occurrence or the consequences of an accident or malfunction of equipment important to safety previously evaluated in the FSAR.

The change will, in

fact, reduce the consequences of accidents which are by values of MTC permitted by this Technical Specification, since the new allowable range will be more restrictive than the existing allowable range of MTC.

This Technical Specification change will not result in any change to current operating procedures and although the change will impose a greater restriction on the range of allowable values of MTC, no constraints on the operation of the plant will be imposed b'ecause the allowable limits of MTC are still anticipated to bound those which will actually occur.

Therefore, this change will not create the possibility for an accident or malfunction of a different type than any previously evaluated in the 'FSAR.

This proposed amendment will not reduce the margin of safety as defined in the basis for Technical Specification 3.1.1.3.

The change will not impact any characteristics of the fuel cycle since only a

reduction in conservation applied to the MTC is being changed.

SIQNIFICANT H~S CONSIDERATION DETERMINATION The proposed Technical Specification change does not involve a Significant Hazards Consideration because:

(A)

Operation of PVNGS Unit 1 in accordance with this amendment willnot:

1.

Involve a significant increase in the probability or consequences of an accident previously evaluated; or 2.

Create the possibility of a new or different kind of accident from any accident previously evaluated; or 3.

Involve a significant reduction in a margin of safety, and (B)

The proposed amendment is similar to the Commission's Example (48FR14864)

(ii):

A change that constitutes an additional limitation, restriction or control not presently included in the Technical Specifications.

The change is similar to Example (ii) because the new allowable range of MTC will be more restrictive than the existing allowable range.

PROPOSED COMPENSATORY MEASURES There are no compensatory measures associated with this Technical Specification change.

ENVIRONMENTAL IMPACT CONSIDERATION DETERMINATION This proposed Technical Specification amendment does not result in a change of effluent types or total amounts and does not result in an increase in power level.

Therefore, this change will not have any significant environmental impact.
