Dear Mr. Knighton:
This letter is a formal request for a schedular exemption to the requirements of 10CFR50.71(e) for PVNGS Units 1
and
- 2. Presently, without the schedular exemption, a Final Safety Analysis Report (FSAR) update for Unit 1 would be due for submittal by December 31, 1986 and for Unit 2, an FSAR update would be due December 9,
1987.
This is well before the time Unit 3 would require an updated FSAR.
The following is our proposed plan to satisfy the intent of the regulation requiring periodic update of the FSAR.
Our proposal is to defer the submittal of an updated FSAR for Units 1
and 2 until one year following the receipt of a
low-power operating license for PVNGS Unit
- 3. With this relief granted, all three units will be discussed in a common updated FSAR. Without this exemption, both an amended and an updated FSAR would be required per 10CFR50.34 and 10CFR50.71(e).
A schedular exemption would eliminate the need to maintain both an updated FSAR and an amended FSAR. It would also eliminate an element of confusion that would be introduced by maintaining two separate documents for similar units. Until the time of submitting an updated
- FSAR, we will continue to keep the FSAR current through our present amendment process. It is our intent to amend the FSAR twice a
year until Unit 3 receives an operating license.
This will assure that the FSAR will contain accurate information regarding all three units on a timely basis.
One year following the licensing of Unit 3, an updated three-unit PVNGS FSAR will be submitted in accordance with the regulations and a revision to the updated FSAR will be submitted thereafter on an annual basis.
