Dear Mr. Martin:

In accordance with 10CFR 50.55(f),

ANPP is submitting a change to the PVNGS FSAR Section 17.2.9 for your information.

The affected FSAR pages are attached.

This change deletes "chemical analysis" as a special process and changes "cleaning" to "chemical cleaning".

Special processes are those processes which depend largely on the skills of individuals performing the activity.

Due to the programs and procedures utilized by ANPP, chemical analysis does not fall under the category of special processes.

Under the criteria used to determine special processes, cleaning is not considered a special

process, but chemical cleaning is considered a special process.

These clarifications to the FSAR are consistent with ANSI 18.7; 10CFR 50, Appendix B; NUREG-0800; and ANPP QA Manual Criterion 9.

These changes do not diminish the effectiveness of the quality program, because controls still remain on chemical analysis.

Because of the programs and procedures concerning chemical analysis, safety is not being decreased.

A 10CFR 50.59 review has been performed for PVNGS Unit 1 concerning this change and it did not identify an unreviewed safety question.

Correct identification of items is verified and documented prior to release for installation or use.

17.2.9 CONTROL OF SPECIAL PROCESSES Special processes are defined as those processes where process quality is largely dependent on the skill of the operator and on the control of process parameters.

The quality of these processes usually cannot be verified solely by direct inspec-tion of the work.

These special processes include, but are not, limited to, welding, heat treating, Cfs~ic.hL.

C non-destructive examination~ coating DhLcTK The Operations Quality Assurance Program requires that vendors identify, in their submittals, the special processes they intend to employ.

Vendors must assure that in performing these processes, qualified procedures, equipment, and personnel are used under controlled conditions, and in accordance with the requirements of applicable codes and standards.

The Operations

~

Quality Assurance Program imposes requirements for the control of special processes performed by personnel within APS, includ-ing the PVNGS staff.

Procedures used in these operations must be prepared and approved in accordance with the criteria of section 17.2.5, Instructions, Procedures and Drawings.

Equip-ment and personnel used by APS 'for performing special process operations must be qualified and controlled in accordance with applicable codes and standards and the requirements of the Operations Quality Assurance Program.

Special processes shall be performed under controlled conditions by qualified personnel in accordance with written process

sheets, shop procedures, checklists, travellers, or the equivalent.

Evidence of verification shall be documented.

For special processes not covered by existing codes or stand-ards or'.where quality requirements exceed the requirements of.
