Return of Palo Verde 1 to Power Operations from Current Outage Gentlemen:

This refers to the discussion by telephone on September 16, 1985 between Mr. J. L. Crews of this office and Mr. J.

G. Haynes, relating to the unscheduled reactor shutdown of Palo Verde on September 12, 1985.

Mr. Haynes stated that prior to restart of the Unit from its current

shutdown, you will ensure that the issue of appropriate design criteria (in particular, single failure criteria) for the auxiliary spray system is resolved to the satisfaction of the NRC staff.

If our understanding concerning your pro osed actions, as summarized

above, is not correct, you should promptly~ otif this office in writing.
