LARGE BREAK LOCA EVALUATION MODEL -
PALO VERDE UNITS 2 AND 3 This letter is to confirm our telephone conversation on August 7, 1985 concern-ing a non-conservatism in the Combustion Engineering (CE) large break LOCA evaluation model and the action required to resolve the matter prior to issuance of a license for Palo Verde Units 2 and 3.
Because of the non-conservatism identified in the previously approved CE ECCS evaluation
- model, as discussed in your letters of July 12 and 19, 1985, you state that the peak clad temperature for Palo Verde would exceed 2200'F by a small amount if the large break LOCA analysis is corrected for the non-conservatism.
In order to satisfy the requirements of 10 CFR 50.46, a new
- analysis, performed with an acceptable ECCS model which demonstrates that limits will not be exceeded, is required.
Compliance with Commission regulations, including 10 CFR 50.46, is required prior to licensing of Palo Verde Units 2 and 3. If such compliance cannot be demonstrated before your projected fuel load dates, the necessary findings for licensing cannot be made and a license cannot be issued unless a schedular exemption is requested and granted.
Such a request would require a
justification for interim operation which included the actions to be taken for providing an adequate level of safety until compliance is demonstrated, and a
timely schedule for submitting the reanalysis described above.
The information needed to resolve this issue, i.e., the reanalysis or a request for a schedular exemption, should be submitted at least 45 days prior to your projected fuel load date.
