SCHEDULE FOR COMPLETION OF LICENSING REVIEW FOR PALO VERDE UNIT 2 This letter is to confirm our telephone discussions with you on July 18, 1985 during which we addressed
( 1) the fuel load date for Palo Verde Unit 2, (2) the schedule for completion of the technical specifications, (3) the need to close out open issues in a manner consistent with the licensing schedule and (4) startup testing of Unit 2 while Unit 1 is still in the power ascension program..
During the call, you stated that you currently project fuel loading for Unit 2 prior to December 1985 and that it could be as early as October 1, 1985.
We request that you provide us with written confirmation of the date that Palo Verde Unit 2 will be ready for fuel loading.
With regard to the Technical Specifications for Palo Verde Unit 2, we discussed your letter of July 12, 1985 on this matter.
The letter transmits a portion of marked up pages to the draft document we sent to you by letter dated June 21, 1985 and states that the transmittal date for the remaining mark-ups has been delayed beyond our requested July 19, 1985 date to August 15, 1985.
As stated during the call, we find the August 15, 1985 submittal date to be untimely for an October 1,. 1985 license date.
-We. understand from a subsequent telecon that you plan to submit the markups by August 2, 1985 along with the justification for the marked up pages, including those transmitted on July 12, 1985, which are necessary for staff review.
Prior to issuance of a low power license, a number of issues that we are aware of need to be resolved.
These issues are identified in Section 1.9 of Supplement No. 8 to the Palo Verde SER.
In addition,. as stated in your letter of May 22, 1985 (ANPP-32700), you need to provide an analysis of the differences in safe shutdown equipment cable routing between Units 1 and 2, along with any resulting exceptions and appropriate justifications.
As stated during the call, all of the information required to close these issues should be submitted for staff review in a timely manner (i.e.
no later than 45 days before your projected fuel load date for Palo Verde Unit 2).
Therefore, your response to this letter should include the submittal schedule for the required information.

be identified in your response along with a submittal date consistent with the above guidelines.
Your projected schedule for Unit 2 indicates that fuel loading for the unit would occur before the power ascension program for Unit 1 has been completed.
During the call, we informed you that dual startup testing of two units has caused difficulties in the past with other multi-unit plants.
Therefore, we request that you advise us of the special precautions to be taken if such dual testing is anticipated for Palo Verde Units I and 2.
