Dear Mr. Denton:

The purpose of this letter is to request an immediate amendment to the Palo Verde Nuclear Generating Station, Unit 1, No. NFP-34, or the soon to be issued Full Power Operating License. This amendment is required to support the timely completion of the Power Ascension Test Program and prevent the suspension of startup tests on Unit l.

The attached pages delineate the proposed changes and justification. The need for this amendment was not identified until the past 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />, at which time the diesel generator was declared inoperable due to failures of the diesel generator fuel to comply with specification 4.8.1.1.2.c.4 of the PVNGS Unit 1 Technical Specifications. At that time, an analysis of the associated action statements, vendor supplied technical documents and related ASTM standards identified the circumstances described in these attachments. A detailed review had been performed in the past to assure that the Technical Specifications were consistent with the manufacturer's. recommendations, however the full impact of the additional ASTM fuel requirements, beyond those of the manufacturer's, was not identified. This particular specification was identified during the inital review cycles of the PVNGS proposed Technical Specifications as being of concern and was discussed with your staff at length. At that time, it was indicated that the specification was a standard specification and had proved to be a reliable method of assuring the operability of the diesel generators.
