UNITED STATES NUCLEAR REGULATORY COMM(SSION WASHINGTON, D. C. 20555 NAY 1 0 1985 Docket Nos.:
50-528, 50-529 and 50-530 APPLICANT:
FACILITY:
SUBJECT:
Arizona Public Service Company Palo Verde, Units 1, 2 and 3
SUMMARY
OF MEETINGS TO DISCUSS CHAPTER 15 ANALYSES Meetings were held on March 14, and April 3, 1985, in Bethesda, Maryland with representatives of the applicant.
The purpose of the meetings was to discuss the scope and schedule for the Chapter 15 reanalyses in response to License Condition 21 in the Palo Verde Unit 1 low power license (NPF-34).
At the April 3 meeting, the issue of increased blowdown from the pressurizer safety valves (License Condition 22).was also discussed.
Attendees for the two meet-ings are shown on Enclosures 1 and 2.
The meetings are summarized as follows.
CHAPTER 15 REANALYSES At the March 14, 1985 meeting, the applicant identified the plant system and performance changes that are being considered for establishing the scope for
, the Chapter 15 reanalyses in response to License Condition 21.
These include (1) the previously identified changes submitted by letters dated November 5
and December 20, 1984, (2) changes to the auxiliary feedwater flow, containment spray pump flow, and safety valve blowdown, and (3) potential changes to boron concentration and temperature dependent shutdown margin.
The applicant also presented a categorization of the Chapter 15 events using the four categories identified in Section 15 of Supplement No.
7 to the SER.
For these
- events, the applicant tentatively identified which events would be reanalyzed.
The applicant indicated that it would provide the staff with further identification at a follow-up meeting, including a proposed schedule for submittal of the reanalyses.
Subsequent to the March 14 meeting, the staff provided telephone coIIIIents on the presentation relating to
( 1) the reanalysis of Category 4B events (where reduced system performance results in reduced margin), (2) limiting small break LOCA analyses, (3) limiting feedline break analyses, and (4) evaluation of future system and performance changes which effect Category 4B and Category 3 events (where actuation of the effected system occurs after the transient peak is reached).
At the April 2, 1985 meeting, the applicant further discussed the scope of Chapter 15 reanalyses.
The staff stated that justification is required for those Category 4B events which will not be reanalyzed.
In addition, a program needs to be established which takes into account the as-built configuration 850524014i 8505i0 PDR ADOCK 05000528 P

for evaluation'f future system and performance changes that effect Category 3
events and unanalyzed Category 4B events.
The applicant indicated that its response will address the staff comments.
The applicant stated that a response to License Condition 21 would be provided by mid April 1985 and will include a scheduled date of October 1,
1985 for submittal of the reanalyses.
SAFETY VALVE INCREASED BLOWDOWN At the April 3, 1985 meeting, the issue of increased blowdown from the pressurizer safety valves was also.discussed.
The staff had requested additional information on this matter by letter dated March 12, 1985.
During the meeting, the applicant discussed its proposed responses to the questions.
The staff stated that the proposed answers would provide the required information.
