FINAL DRAFT FOR TECHNICAL SPECIFICATIONS PALO VERDE NUCLEAR GENERATING STATION UNIT 1 DATED DECEMBER 21, 1984 On November 16,

1984, we provided you with a copy of the NRC staff's Final Draft Palo Verde Nuclear Generating Station Unit 1 Technical Specifications (Final Draft PVNGS 1 T/S).

At that time, we requested that you review these T/S; propose any changes needed for the T/S to accurately reflect the as-built plant, PVNGS 1

FSAR as supplemented and PVNGS 1

SER as amended; and certify that the T/S with the proposed changes are accurate.

By letter dated December 3, 1984, you provided proposed -changes to the Final Draft PVNGS 1 T/S and a certification of the T/S.

In the letter, you stated that the marked copy of the PVNGS 1 T/S was certified by APS, Bechtel and Combustion Engineering and that if the PVNGS 1 T/S issued by NRC differs from that provided in the December 3, 1984, the certification may be invalidated.

In the intervening weeks since receipt of the December 3, 1984, letter, the NRR-staff has discussed the proposed changes with APS personnel.

This has resulted in proposed changes not being accepted by the staff or not being accepted in the original language proposed by APS.

In addition, there have been changes to the Draft Final. PVNGS 1 T/S due to reviews by the staff and its contractor and by incorporation of license conditions into the T/S.

Because

'of the statements concerning the certification of the Final Draft PVNGS 1 T/S may not be valid if the staff does not accept all the proposed changes as proposed, we are requesting that you certify the new Final Draft PVNGS 1 T/S dated December 21,

1984, as amended by your letter dated December 21,
1984, and by reviews done by the staff.

This certification must be completed before the NRC will issue the license.

In addition, we request that you provide us, as part of the certification, with a statement of the manpower resources in some detail APS used to review and certify the T/S.
