Xn response to a request by the NRC staff concerning the PVNGS Fire Protection

Program, enclosed is the following information regarding FSAR Amendment 13, Section 9B.

2.

A list of deviations to National Fire Protection Association (NFPA)

Standards.

3.

A comparison of present commitments in Appendix 9B to previous commitments, with regard to BTP APCSB 9.5-1, Appendix A.

4.

The staff question regarding the resolution of fire damper operability problems will be addressed in the final report for DER 84-56 which is expected to be transmitted to the NRC by December 17, 1984.

Members of our staff will be meeting with the NRC staff on December 13, 1984 to discuss this submittal and any remaining concerns they may have on fire protection.

PORTABLE FIRE EXTINGUISHERS PVNGS complies except as noted below:

A. 3-2.1 Extinguishers shall be, located so that the maximum travel distances shall not exceed those specified in Table 3-2.1, except as modified by Subsection 3-2.3.

- Deviation:

Zones 39A and 39B require more than 75 feet travel

distance, but not more than 150 feet.

Justification:

Fire zones 39A and 39B are the pipeways at the 88'levation of the auxiliary building.

The combustible loading is negligible (less than 5 minutes).

Therefore, the existing travel distances are acceptable.

Fire hose reels are provided for primary suppression.

SPRINKLER SYSTEMS INSTALLATION PVNGS complies except as noted below:

A. 2-7.

Fire department connections should be provided..

Deviation:

The fire department connections are not provided for each sprinkler system.

Justification:

The fire protection water pumping system is designed to be self-sufficient.

However, a common header is provided at the cooling tower basin for pumping to the system, if necessary.

B. 4-3.2.2 Deflectors for sprinklers should be within 16 inches of the ceiling.

Deviation: In a few areas of the auxiliary building such as the personnel access area (140'" level) sprinklers may be slightly lower than 16 inches from the ceiling.

Justification:

Sprinklers are installed to permit full spray pattern beneath steel beams.

Maximum distance below the ceiling is approximately 22 inches.

The intent of the standard is met.

FVNQS PIRE FROTECTION CODE COMPLIANCE 12-06-84 1.3 NFPA 14 (1976)

STANDPIPE AND HOSE SYSTEMS PVNGS complies except as noted below:

A. 3-2.2 The number of hose stations for building and each section of a building shall be such that all portions of each within 30 feet (9.2 m) of a nozzle when 100 feet (30.5 m) of hose.

Justification:

Adequate hose streams are available for fire fighting with use of 150 feet of hose.

These hose lengths are shown in FSAR Section 9B.

B. 4-1.2 Valves of approved indicating type shall be provided"at the main riser for controlling branch lines for Class II service supplying more than one hose station so that in the event that the branch is broken during the fire, the fire department may shut oFf this branch, conserving the water for their use.

Deviation:

Branch lines may not be supplied with control

( isolation) valves.

Justification:

Adequate water supplies are provided.

C. 6-2,2 Valves shall be provided to permit isolating a standpipe riser without interrupting the supply to other risers from the same source of supply.

Deviation:

More than one standpipe riser may be isolated in the turbine and auxiliary buildings.

Justification:

This deviation has been discussed in the BTP 9.5-1 Appendix A Section E.3(a) comparison.

12-06-84 PVNGS PIRE PROTECTION CODE COMPLIANCE D. 6-6 Pressure Gages.

6-6.1 An approved 3-1/2-inch (87 mm) dial spring pressure gage shall be connected with each discharge pipe from fire pump and public waterworks, at the pressure tank, at the air pump supplying pressure

tank, and at the top of each standpipe.

Gages shall be located in a suitable place where water will not freeze.

Each gage will be controlled by a valve having arrangement for draining.

Exception:

Where several standpipes are interconnected at the

top, a single gage properly located may be substituted for the gages at the top of each standpipe.

Deviation:

A pressure gage is not installed on standpipes.

Justification:

Gages are not required for the constantly pressurized and supervised private system at PVNGS.

Low pressure alarms and automatic fire pump operation is provided.

PVNGS PIRE PROTECTION CODE COMPLIANCE 12-06-84 1.4 NFPA 15 (1973).

WATER SPRAY FIXED SYSTEMS PVNGS complies except as noted below:'.

4063.

Drain Valves.

Readily accessible drains shall be provided for low points in underground and aboveground piping.

Deviation:

For the main transformers (Zone 75A) and main lube oil storage area (within Turbine Building), low point drain valves are not provided.

Justification:

Drainage is accomplished through a "Y" connection at the ground surface.

BE All underground supply piping after the automatic control valve shall be pitched 1/2 inch in ten feet to drain in the same manner as the above mentioned Standards specify for aboveground piping.

Provision shall be made to drain underground and overhead piping.

Deviation:

Piping is not pitched.

Justification:

Freezing is not a concern.

The pump out connection will permit adequate drainage.

C. Provision shall be made for test gages at or near the highest or most remote nozzle on each major separate section of the system.

At least one gage connection shall be provided at or near the nozzle calculated as having the least pressure under normal flow conditions.

Deviation:

Gage connections are not provided.

Justification:

Elevation changes are less than 20 feet.

System acceptance is by visual flow test.

Pump pressures are adequate.

6-3.4 6-3.4.2 Power Supply Protective Devices When power supply protective devices (fuses or circuit breakers) are installed in the fire pump feeder circuit, such devices shall not open at the sum of the locked rotor currents of the fire pump motor(s) and the necessary associated fire pump installation electrical accessory currents.

Deviation:

The pump controller circuit breakers

comply, and are rate for 300 percent full load current for 681 amps continuously.

The feeder circuit breaker,

however, can only be set for 260 percent full load current continuously.

Justification:

Two diesel engine driven pumps are also available and will provide 100X of required flow rate.

Justification:

Justification:

Response

to FSAR Question 9A.106 has been accepted in NRC SER Supplement 86.

Additionally, door J319 at the control building 140'levation is a door of special heavy duty construction to be bullet resistant to high power rifle rating.

No fire rating label has been affixed to this door; however, the manufacturer has certified in writing that this door is constructed to 3-hour fire door standards.

Missile doors installed in fire rated walls between the control and corridor buildings at elevation 120'nd 160're solid steel (approximately 3 inches thick) and are normally kept closed during plant operation.

They do not separate redundant safe shutdown equipment.

Detection and cable tray water suppression systems are installed in the cable spreading rooms.

Therefore, adequate fire barrier protection is provided by these doors.

B.

Paragraph 2-8.2.4 Door Locks or Latches Deviation:

Manually operated latch bolts are used in some double doors where the full width is not required for normal passage.

Justification:

The inactive leaf is normally kept closed and is inspected in accordance with surveillance procedures.
