Dear i<r. Knighton:
Appendices A and K to 10CFR50, provide requirements that the containment power access purge be capable of rapid closure.
The niotor-operated purge isolation valves presently in the PVNGS design could -take up to about 17 seconds to close under some conditions.
In recent discussions on this subject with your staff, we have been advised that a closure time longer than 15 seconds would not be acceptable.
Accordingly, the PVNGS design i s being changed (DCP J-CP-023) to uti.lize fail closed pneumatic operators in place of the motor operators.
This change will ensure purge valve closure stroke times of eight seconds or less.
This time supports the assumptions of the CESSAR ECCS containment backpressure analysis and is well within the 15 seconds required by your staff.
The proposed revisions to the FSAR were transmitted by the referenced letter.
Due to the late identification of the need to make this change, it appears that a schedular exemption is necessary to permit issuance of the operating license.
We have been advised that there is a procurement delay in delivery until December, 1984.
Due to the engineering, construction, testing, and documentation time involved, we forecast that the design change will be complete by April 15,
- 1985, which i s the projected date of initial critical ity.
This change will be implemented prior to initial criticality.
Accordingly, there are no adverse safety consequences associated with granting this schedular exemption to April.,15, 1985, since a,fission product'nventory,.
will'ot be established, until initial.criticality.
