Dear Mr. Knighton:
Reference (A) requested that APS submit additional information to the NRC concerning the PVNGS Control Room Design Review (CRDR).
This information is needed by the staff to close out the Preliminary Design Assessment (PDA) of the CRDR.
Attached, is the APS response to the information requested per Reference (A)'."
Attachment 1 addresses the Remote Shutdown Panel Review and provides the details concerning the human factors evaluation of the panel, listing all of the Human Engineering Discrepancies (HED's), their corrective actions and implementation schedules.
Attachment 1 also provides the requested justification for those HED corrective actions extending beyond Unit 1 fuel load.
We believe Attach-ment 1 to this letter, together with References (B) and (C),
sufficiently address and close out the staff's PDA concerns relating to the Remote Shutdown Panel.
Attachment 2 represents Supplement 2 to the PVNGS Control Room Human Factors Study Executive Summary Report by Torrey Pines Technology.
This report provides the Control Room Environmental Survey results which identify 2 HED's, numbers 172 and 173.
NRC resolution of HED 172 was deferred until close. out of the Detailed Control Room Design Review (DCRDR).
This was discussed and agreed upon during the NRC's CRDR site audit on October 10 and 11, 1984.
APS will work with the NRC to determine a schedule for completion of HED 172, which, is considered part of-the DCRDR.
HED 173 will be complete and implemented prior to PVNGS Unit 1
exceeding 5X power operation. It should be noted that APS has proceeded in an extremely good faith effort to complete the Environmental Survey far ahead of the schedule given to the NRC by References (D) and (E).

Attachment 3 describes the currently incomplete HED's.
These HED's were previously identified by Reference (F) and were discussed with the staff during the October 10 and ll, 1984 site audit.
As requested by Reference (A) and by the staff during the site
- audit, APS will submit confirmation that all the HED's (except for those deferred by the staff to the DCRDR) are complete and implemented prior to PVNGS Unit 1 fuel load.
By submittal of this information, we feel we have sufficiently addressed the staff's PDA concerns to close out the issue.
