RE(UEST FOR ADDITIONAL INFORMATION - PALO VERDE CEA SHROUD ASSEMBLY By letter dated August 15, 1984, you provided a response to our June 6,

1984 request for information concerning the fabrication of the Palo Verde CEA shroud assembly.

Our review of the information provided indicates that the full penetration butt joint- (with integral backing) at the original retained top plate to tube welds at the tie rod locations was made in accordance with Combustion Engineer-

ing, C.

E. Avery Division, Detailed Welding Procedure DWP No. II-35-8.8-1, Rev. 0., dated 6/25/79.

This procedure cities as a supporting

PgR, SMA-8.8-1G-1 which applies shielded metal arc welding of tack, root and fill
passes, with manual gas tungsten arc welding as an option via P(Rs GTA-8.8-2G-3 and GTA-8.8-2G-4.

However, the information provided does not indicate which welding process was actually used.

The process should be identified since the design of the joint precludes back gouging of the root pass.

Experience has shown that, where back gouging cannot be achieved, the use of shielded metal arc welding for the root pass could result in constituents of the filler metal coating being entrapped at the root and lead ultimately to cracking.

Therefore, we request that you provide additional information to document the welding process used on the above joint design.

If shielded metal arc welding was used, then you should also address what action you plan to take to address the concern about stress corrosion cracking.

In order to expedite the review, the above evaluation has been discussed with representatives of APS and CE.

Since you desire to load fuel in the very near future, resolution of this matter in an expeditious manner is imperative if we are to complete our review in a timely fashion.
