Recently the NRC has required that prior to issuance of an Operating Iicense a

report must be prepared documenting the construction status and readiness for

'operation of the facility.

This report is used by NRC management and the Commission to evaluate the Near-Term Operating License (NTOL) facility.

Please provide information for Unit 1 in the subject areas listed in Attachment 1.

Please provide the requested information within thirty days of the date of this letter.

ATTACHMENT 1 Construction Status and 0 erational Readiness Re ort The purpose of the required report is to help the NRC management and Commission assess the operational readiness and construction status of a facility.

In order to complete this report, licensee information is needed in the following areas (other sections of the report are prepared by the NRC staff):

Project History Quality Assurance Organization and Program (Construction)

Licensee and Contractor Initiated Stop Work Actions Construction Deficiency Evaluation Reports (DERs)

Construction Status Preoperational Test Status Independent Third Party Inspections Licensee and Contractor Audits The discussion of each topic should include a narrative evaluation as well as data.

Each item is to be addressed in a separate section.

The minimum information to be included in each topic is summarized below:

Pro ect Histor Provide a brief description of general information such as:

1.

Chronology of project milestones.

Utilize NUREG-0030 (yellow book),

and update latest avai'lable issue.

2.

Identify principal contractors:

constructor, architect-engineer (A-E), nuclear steam supply system (NSSS), vendor, and construction manager when other than constructor.

Identify major changes to the QA organization and program described in the PSAR.

Provide a current organizational chart to identify lines of communication and authority.

Iicensee and Contractor Initiated Sto Work Actions Provide a summary of significant stop work actions initiated by the licensee or contractor organizations.

Include all stop work actions initiated as a result of NRC findings.

Table 1 shows a sample tabulation of significant stop work actions.

Deficienc Evaluation Re orts (DERs)

Provide a summary of the DERs, submitted in accordance with 10 CFR 50.55(e).

Table 2 shows a sample of deficiency evaluation reports.

Identify those structures,

systems, and components important to safety for which construction or installation is not complete.

Highlight those items from the construction punchlist which could affect the safe startup and operation of the plant.

Prep erational Test Results Summarize the results of the preoperational test program.

Identify significant system performance deficiencies and plans for corrective action.

Identify the preoperational tests which are incomplete or not yet developed, and their status.
