Subject:

Submittal of Emergency Plan Revision Emergency Action Levels.

Dear Mr. Knighton:

Arizona Public Service Company (APS) recently submitted Revision 4 to the PVNGS Emergency Plan (refer to the above referenced letter).

This submittal consisted of a revised Chapter 5 that updated our Emergency Action Levels.

A meeting was held in our offices on July 31, 1984, which included Mannie Licitra and Perry Robinson of the NRC staff as well as Dave Schultz, NRC, consultant, to discuss the Revision 4 submittal.

The attached submittal addresses comments ari.sing from that meeting.

With regard to the comment concerning security and external events, Chapter 5 of the PVNGS Emergency Plan defines fission product barriers and challenge/failure of these barriers.

Physical conditions such as fire and security are defined and addressed in the. second paragraph of Section 5.2, Page 6 of Table 5.1-1, and Page 4 of Table 5.3-1 i.e.,

based on the Shift Supervisor's (SS) discretion, the event is classified/

upgraded based on the magnitude of the event and the impact on a fission product barrier.

Moreover, specific guidance (including examples) is given in training as well as EPIP-02 (Appendix B and C) e.g.,

any declared security emergency will be classified as a Notification of Unusual Event.

Should any plant damage, loss of facility control, or loss of accessability result from a degraded security condition (or fire),

guidelines for upgrading the'emergency classification are in EPIP-02, Appendix B, Tables 3 and 5.

Should a security compromise further degrade such that a substantial reduction in the level of plant safety occurs, an Alert classification is appropriate.

The SS/Emergency Coordinator's judgement will be required to determine the severity of the security intrusion and the likelihood that a fission product barrier might be challenged to warrant the upgrade of the emergency classification.
