Ei)ordan NGrace for Palo Verde Pressure Isolation Valves By letter dated September 8, 1983, you proposed leak rate criteria for pressure isolation valves to be included as a limiting condition for operation (LCO) in the Palo Verde Technical Specifications.

Specifically, you proposed that the LCO be 1/2 gpm leakage per one inch of nominal valve diameter, not to exceed five gpm.

Additionally, you proposed that leak rates higher than the above proposed LCO be considered acceptable if the leak rate changes are below one gpm above the previous test leak rate or if system design precludes measuring one gpm with sufficient accurancy.

lie have reviewed your proposed leak rate acceptance criteria for the technical specifications LCO and conclude that the proposal cannot be accepted since it is less restrictive than the one gpm leak rate that the staff has been imposing on near term operating license applications.

Therefore, the Technical Specifications for-Palo (Verde will include an LCO of one gpm for pressure isolation valves.
