Schedule for Completion of OL Review of Palo Verde Unit 1 By letter dated August 16, 1983, you have informed us that the projected fuel load date for Palo Verde 1 is May 1, 1984.
In order to assure that the fuel load date is not impacted by the staff's review, all necessary information should be submitted for staff review as soon as possible but no later than three months before the projected fuel load date.
At the present time, there are still a 'number of open and confirmatory issues identified in the Palo Verde SER and it supplements for which the staff has not yet received the necessary information from the Arizona Public Service Company to complete its review as required to issue an operating license.
These issues, along with other SER issues currently under staff review, are identified in Enclosure 1.
In addition, as a result of the anomalies found at Palo Verde Unit 1 following hot functional testing (i.e., those involving the RCS pumps, thermal
the staff will need to review the final resolution of these matters prior to a decision on an operating license for Unit 1.
Furthermore, if you plan to make other submittals, such as appeals of staff positions, which will require actions prior to issuance of an operating license, these matters should be identified at this time.
