Proposed Revisions to Palo Verde FSAR By letter dated Hay 2. 1983, you submitted proposed revisions to the Palo Verde FSAR relating to Component classification (Section 3.2.2 and Table 3.2-1) and the scope of augmented inservice inspection (Section 3.6.2 and 6.6.8).

The staff has reviewed the letter and finds that the proposed revisions would be acceptable subject to the following comments.

The proposed revision to component classification provides that, for certain components.

a different classification be used for the operational phrase as compared to the classificIation used for design and construction phase.

The staff does not accept, nor does Regulatory Guide 1.26 provide for, different minimum component classifications for the design, construction and operational phases of a nuclear plant.

In reviewing the specific classification changes proposed we find that, with one le?ception, the modifications Qould be acceptable since we consider the initial classification of these components to represent an upgrading beyond that recoranended gy Regulatory Guide 1.26.

Hith respect to the Chemical and Volume Control System.

the proposed classification; change for components in the letdown loop of the system would not be acceptable since the. classification would be below the level recommended by Regulatory Guide 1.26.
