I 260.63 The revision to Table 3.2-1 of the PVNGS FSAR, submitted by ANPP-23322-WFgIJYM dated March 22, 1983, deleted a commitment to apply the pertinent provisions of the FSAR Chapter 17 gA program to some items during the operations phase.
Reinstate such a commitment for the following items or justify not doing so.

RESPONSE
The response is included in amended Table 3.2-1.
In
- addition, Footnote (e) is not referenced for the Seismic Category or PVNGS Quality Assurance Class for Fuel Building HVAC Exhaust Ductwork (on page 3.2-20) since the location of the ductwork is such that its failure under an SSE could not reduce the functioning of any Seismic Category I plant features.
260.64 Clarify the proposed footnote cc of FSAR Table 3.2-1 to provide a
commitment that the equipment described by the footnote will be subject to the pertinent provisions of 10 CFR 50 Appendix B
during the operations phase.
This can be done by making the last part of the last sentence of the footnote read:
"...Regulatory Guide 1.29 and shall be subject to the pertinent requirements of 10 CFR 50 Appendix B during the operations phase."

Response is included in amended Table 3.2-1, footnote (cc)

(u)
Since this system is not required to function during an SSE, the CBRS is designed to remain functional after an SSE but not during an SSE.
I (v)
Designed to appropriate industry standards.

The pertinent requirements of 10CPR50, Appendix B, (i.e., those specified in Appendix A to BTP I
ApcsB 9.5-1) are applied to operations phase activities associated with fire protection systems and equipment used or installed in areas housing safety-related equipment.
and other areas where ar}
unsuppressed fire could potentially damage safety-related structures, systems or components.
(z)
Refer to section 7.0 for further delineation of the components which comprise this system.
I (aa)
Operational phase activities of administration, control, operation, maintenance, inspection, etc: are considered to be quality-related activities and are subject to the pertinent requirements of the operational quality.assurance program.
I (bb)
Connectors and terminal blocks are seismically qualified as part of the equipment in which they are installed.

Ex endable and Consumable Items Expendable and consumable items necessary for the functional performance of safety-related structures,.'systems, and components are classified as safety-related
- items, and as such are subject to the pertinent requirements of the operational quality assurance program.
9.
Radiation Protection E ui ment Operations phase activities associated with radiation protection equipment, instrumentation.

I ll.
Valve 0 erators Valve operators that are associated with safety-related valves which must perform a mechanical motion in order to shut down the plant, maintain the plant in a safe shutdown condition, or mitigate the consequences of a postulated event are classified as safety-related and as such are subject to the pertinent requirements of the operational quality assurance program.
INSERT A TO PAGE 3 '-39 (cc)
The equipment is not required to remain functional following an SSE.
- However, the equipment has the capability to reduce the functioning of safety-related equipment, as defined in Regulatory Guide 1.29.
Therefore, the design and the specific components critical to restraining this equipment during an SSE meet the requirements of Regulatory Guide 1.29 and shall be subject to the pertinent requirements of 10CFR50, Appendix B, during the operations phase.
(dd)
The control Rod Drive Mechanisms are not required to remain functional for the safety of the public during and after an SSE.
Therefore, they are Quality Class "Q" in all aspects except operability.
(ee)
Failure of the equipment, due to an
- SSE, could reduce the functioning of safety related equipment, as defined in Regulatory Guide 1.29.
The design of the equipment is analyzed to preclude such failure during and after an SSE.
The pertinent requirements of 10CFR50, Appendix B, are applied to this analysis.
In addition, QA audits, monitoring and reviews verify that maintenance and modification activities are conducted in a manner such that the original design is not degraded.
