- 1982, "Response to NRC Questions on Depressurization and Decay Heat Removal Capabilities in Combustion Engineering Plants"
Dear Mr. Knighton:
Reference (A) discussed information required to evaluate depressurization and decay heat removal capabilities in CE plants without PORV's and stated that:
"As a result of the Commission's
- concern, we now intend to make our decision regarding the need for PORV's in the plants based on all information received by June 30, 1983.
- Thus, you should ensure that the necessary information has been submitted to the NRC staff by this date if you wish it to be consider'ed in the decision-making process."
I must express my concern with your position that the NRC's decision will be based only upon information submitted by June 30, 1983.
In October
- 1982, the NRC was informed by the CE Owners Group, Reference (C), that the first plant specific submittal would be submitted by June 30, 1983 with subsequent plant-specific reports to be provided at one and one-half to two-month intervals.
Again, in February,
- 1983, CE informed the staff, Reference (B),
that the generic portion of the questions would be answered in a report submitted by June 30, 1983 and that the remaining questions would be answered in individual plant specific submittals.

A great deal of time and effort has been expended by CE, the CE Owners Group, ourselves and other utilities to support your evaluation.
We believe that all information to be provided is necessary for a proper evaluation of the need for PORV's.
At the same time, we do recognize the NRC's concern for an expeditious resolution of this issue.
Therefore, we have accelerated our schedule by two months to provide Palo Verde specific information by July 31, 1983 (earliest date possible) rather than the previously scheduled September 30, 1983 date.
Considering the amount of detailed material which will be submitted by the Owners Group and other utilities, and the necessity for a detailed review by the NRC staff, we believe this new submittal schedule is responsive to the staff's needs and need not delay the NRC's decision-making process.
ft is most likely that our plant specific results will be very similar and comparable to the San Onofre Units 2 and 3 (lead plants) results.
- However, we also strongly believe that our plant specific information should be the basis for any decisions regarding the need for PORV's in Palo Verde.
