- Programs, IE QA BRANCH CONCERNS REGARDING PALO VERDE On April 13, 1983, we noted by telephone call to the LPM (Spraul to Licitra) that some of the proposed revisions to Table 3.2-1 of the PVNGS FSAR, submitted by the applicant on March 22, 1983 (ANPP-23322-WFQ/JYM), are unnaceptable without justi-fication.
The revisions in question deleted, with no justification given, a
commitment to apply the FSAR Chapter 17 QA program during the operations phase to the items shown in Enclosure item 260.63.
In the same call, we suggested a
clarification to a new footnote to FSAR Table 3.2-1, and this is reflected in Enclosure item 260.64.
These concerns were discussed with the applicant during a conference call on April 15, 1983.
During a conference call of April 22, 1983, the applicant requested that these concerns be documented, and we therefore suggest that the enclosure to this memorandum be transmitted to the applicant.
During the April 15, 1983 conference call, we also discussed the status of the applicant's response to our concern about an exception to Regulatory Guide 1.38 proposed earlier.
This concern relates to the classification of new (unirradia-ted) fuel elements, fission chamber detectors, and sealed sources containing nuclear material as level B'per ANSI Standard N45.2.2-1972 instead of level A
as suggested by the standard.
We had indicated during a January 1983 conference call that this classification should be justified.
During the conference call of April 22, 1983, the applicant asked whether the fact that level B classification for the items in question met the suppliers'equirements was adequate justification.
We have concluded that it is and suggest the applicant be so notified.

Palo Verde Nuclear Generating Statign Re uest for Additional Information 260.0 equality Assurance Branch 260.63 The revision to Table 3.2-1 of the PVNGS FSAR, submitted by ANPP-23322-WFg/JYM dated March 22, 1983, deleted a commitment to apply the pertinent provisions of the FSAR Chapter 17 gA program to some items during the operations phase.

Clarify, the proposed footnote cc of-FSAR Table 3.2-1 to provide a
commitment that the equipment described by the footnote will be subject to the pertinent provisions of 10 CFR 50 Appendix B during the operations phase.
This cari be done by making the last part of the last sentence of the footnote read:
"... Regulatory Guide 1.29 and shall be subject to the pertinent requirements of 10 CFR 50 Appendix B during the operations phase."
