Dear Mr. Knighton:

The referenced letter proposed a revision to our FSAR section 1.8 to take exception to RG 1.38 storage requirements for fission chamber detectors and sealed sources containing special nuclear material.

The fission chamber detectors and sealed sources are described in the PVNGS Special Nuclear Materials License SNM-1887.

In a January, 1983 telephone conversation with APS, the NRC requested that APS provide justification for exceptions taken to RG 1.38 which included the equipment mentioned, and for an existing exception in FSAR 1.8 concerning (unirradiated) fuel elements.

Our justification is as follows:

Our contractor (supplier) has documented their concurrence that storage of (unirradiated) fuel elements, fission chamber detectors, and sealed sources to ANSI N45.2.2 level "B" storage and that storage of the Pliitonium-Beryllium sealed source to ANSI N45.2.2 level "C" storage was satisfactory and met their requirements.

The fission chamber detectors and sealed sources will be stored in their shipping containers which will maintain the same level of environmental control as provided during shipment to us until they are eventually removed for installation.

We believe this justification adequately responds to your request from the

January, 1983 conversation.
