CIA OU mQ ocr ml,<I HA The staff conducted a site visit at the Palo Verde plant on April 6 and 7,

'1983.

The purpose of the visit was to audit, the installation and arrange-ment of electrical equipment and cables within the scope of power systems, and included a review of selected electrical drawings.

The agenda for the site audit is shown in Enclosure l.

Following the audit, an exi4 meeting was held on April 8, 1983 to sumaarize the results of the staff's findings.

Enclosure 2 lists the meeting attendees for the exit meeting.

Summar of Findin s At the exit meeting. the staff stated that it was satisfied with the way the power systems program was being implemented at Palo Verde.

All 12 agenda items were covered by the audit and most of them, includin'g the verification issues identified as item 11 in the Agenda (Enclosure 1), were found acceptable.

The staff, did identify the following three areas for which additional information is required to complete its audit review.

1.

The following iSree design deficiencies were noted during the audit which should either be corrected or justification provided for the currently installed design.

a)

Charger local alarms were inadequate since the alarm indicators were located inside a closed cabinet and also were not appropriately labeled.

b)

Since the showers in the battery rooms are not enclosed and are close to the batteries, use of the showers can potentially damage the batteries.

c)

The slide wire indication method used as a redundant position indication for valves is not acceptable since the instrumentation is not qualified for the containment environment.

The as-installed DC system alarms are not consistent with the description provided in the FSAR.

This inconsistency should be corrected or justification provided for the currently installed design.

The following two items were noted during the audit which are not consistent with the recommendations of R.

G. 1.75.

The applicant had committed to meet R.

G. 1.75 for these items and does plan to comply.

Verification should be provided that the gA program will identify such discrepancies and that they will be corrected prior to fuel load.

a)

Some cable trays, as well as some ESF pumps, were not adequately marked with identification.

b)

Some non Class 1E cable'trays are not sufficiently separated from class lE cable trays.

For such trays, appropriate covers have not yet been provided.

The applicant agreed to respond to the above matters.
