Request for Relief on Pfeser&ce Inspection - Palo Verde, Units 1, 2 and 3

By letter dated October 1, 1982, you requested approval to use, for all three

- Palo Verde Units, the exemption criteria for examinhtion in IMB-1220 and INC-1200 from the 1977 Edition of Section XI of the ASME Code, including the Addenda through Summer 1979.

le have reviewed your'equest and the following evaluation is applicable to all three Palo Verde Units.

Paragraph 50.66a(g)(3)(v) of 10 CFR Part 50 states, "All components (including supports) may meet the requirements set forth in subsequent editions of codes and addenda or po} tions thereof which are incorporated by reference in paragraph (b) of this section, subject to the limitations and modifications listed r'therein."

Therefore, the regulation permits you to update the PSI Program to the later referenced editions of Section XI as requested in your letter.

However, paragraph 50.56a(b)(2)(iv) of 10 CFR Part 50 requires that appropriate pipe welds in the ECCS be examined and the extent of examination shall be determined by INC-1200 from the 1974 Edition andi,A'ddenda through Summer 1975 of Section XI of the ASIDE Code.

Therefore, based on this pr ovision of the regulation, preservice examinations of the ECCS piping welds for.the Palo

. Verde units are required to be performed in accordance with the Summer 1975 Addenda of Section XI.
