Dear Mr. Knighton:
Attached is an independent design verification and validation report of the ESF Load Sequencer and Software as required by the Safety Evaluation Report, Reference (1), Section 8.4.6.
Per Reference (2), action item C, APS committed to transmit any change made to the BOP ESFAS sequencer software.
Attached is the documentation describing the design change to annunciate a microprocessor shall alarm on the plant annunciator when the BOP ESFAS is in the Auto-Test Mode.
Reference (2), action item E, requires a review if the detectability of the optical isolator failure to isolate and commit to testing of the isolation capability with a method and frequency based on hardware failure modes.
Attached is the Optical Isolator Voltage Standoff Test Justification and Procedure Outline which APS committed to in response to action item E.
Based on the information submitted concerning the verification and validation report of the ESF Load Sequencer and Software, we feel that this sufficiently resolves the confirmatory issue discussed in section 8.4.6 of the referenced Safety Evaluation Report.'f you have any further questions concerning this matter, please contact me.
