guality Classification of Structures, Systems and Components Amendment No.

10 to the Palo Verde FSAR included a change of guality Assurance Class from "g(e)" to "na(e)" for the following two components in Table 3.2-1.

Pressurizer relief piping,;.~from relief valves (page 3.2-3)

Control room panels, other (page 3.2-8)

The above noted change for these two items in effect removes them from quality assurance coverage under Appendix B to 70 CFR Part 50.

However, the Note

"(e)" following the "na" classification in Table 3.2-1 is defined

~~0 the table as follows, "these components and associated supporting structures must be designed to retain structural integrity during and after a seismic event but do not have

,te retain operability for protection of public safety.

The basic requirement is prevention of structural collapse and damage to equipment and structures required for protection of the public safety."

This rationale dictates that these two items fall under position 2 and 4 of Regulatory Guide 1.29 and, as

such, Appendix B remains applicable.

Therefore, we request that you reevaluate the above change and submit an appropriate revision to Table 3.2-'

to the FSAR.

Within a week of receipt of this letter, please advise us as to when you plan to respond to this request.
