Dear Mr. Novak:
Amendment 8 to the PVNGS FSAR added an exception to Regulatory Guide 1.38 Revision 2,
which states that new (unirradiated) fuel elements are classified as level B,
as defined in ANSI N45.2.2-1972, "Packaging,
- Shipping, Receiving, Storage and Handling of items for Nuclear Power Plant during Construction
- Phase, which is endorsed by the regulatory guidei It is our intention to receive and store Ex-Core Fission Chamber Detectors, Movable In-Core Detectors, and Fixed In-Core Detectors, under Level B condition.
The attached change to FSAR Section 1.8 adds Fission Chamber Detectors and sealed sources to the exception taken to Regulatory Guide 1.38'his change will be included in an upcoming amendment.

PVNGS FSAR CONFORMANCE TO NRC REGULATORY GUIDES Regulatory Guide 1.38 is accepted with the following exceptions to the referenced standard (ANSI 45.2.2-1972):
A.
Section 2.7 Classification of Items.
The four level classification system may not be used explicityly.
- However, the specific requirements for each classification as specified in the Standard are applied to the items suggested in each classification and for similar items.
B.
Section 2.7 Classification of Items.
New (unirradiated) fuel
- elements, fission chamber detectors and sealed sources containing special nuclear material, are classified as level B for the purposes of this standard.
