Dear Mr. Burke:
He wish to acknowledge receipt of a signed copy of the License Agreement between APS and NRC concerning use of APS poles.
Attached is a copy of the NRC-TLD Network Station book which provides descriptions of locations, station to station route directions and a photograph of each station.
In taking the photographs an attempt was made to include features which would help in the identification of the individual stations.
Following our discussion at your office on February 16, 1982.
I met with Mr. Larry Matteson, Western Division Engineering Supervisor at the APS Goodyear office.
After seeing the devices which we planned to place on APS poles, he decided not to accompany us during placement.
Nr. Natteson provided guidance uItth respect to the placement of the TLD holders; holder to be off set 45 from the angles described by the power lines and cross arms and to avoid, if possible, poles carrying, transformers, breakers or facilities for undergrounding lines.
As a result of Mr. Matteson's guidance certain TLD station locations were changed from those initially described in the attachment to our November 23, 1981 letter to Mr. E.
E. Van Brunt, Jr., Vice President, Nuclear Projects.
The changed locations are ident'ified below by TLD Station Number with the reason for the change.

The route directions are prepared in this order.
Sketches of some stations are included to aid in identifying posting locations.
Symbols used are as follows:

The street names and avenue designations are based on those in use in
- Phoenix, however, some alternate 'street names used locally or historically are included in the directions.
TLD's placed on APS poles are approximately 8 feet above the ground, and oriented at a 45 angle with respect to power lines or cross arms.
This orientation should be maintained.
Some of the TLD stations are located on unpaved roads.
Following heavy rains such roads may be essentially impossible due to mud.
Unless you have a good knowledge of the particular road beware of standing water or large mud puddles.
Both paved and unpaved roads in this area are crossed by'desert washes which are normally dry.
During infrequent heavy rains, flash flooding can occur which may wash out road surfaces.
Running water which appears shallow may concel extensive and deep road damage.
