Schedule for Completion of Emergency Operating Procedures for Palo Verde In view of the schedule for fuel load at Palo Verde Unit 1, and the anticipated availability of the Technical Guidelines, the Generic ttriter's

Guide, and the revision of NUREG-0799 (Draft Criteria for Preparation of Emergency Operating Procedures),

there is pr bably not sufficient time for the Palo Verde Unit 1 emergency operating procedures (EOPs) to be completed approximately six months prior to fu'll load as stated in your FSAR.

As a result, we gould find it acceptable if you revised your schedule for preparation of the Pa o Verde Unit 1

EOPs provided that tPe EOPs are completed in time to permit proper operator t'raining prior to fuel load.

This guidance applies only to EOPs.

Please advise us if you pl >> to change your schedule or if you have any questions on this matter.
