OPEN AND'CONFIRMATORY"ITEMS SER Section'.7-.2:,

The applicant has not responded to date to Question 222.03, Qualification of Control Systems (IE Information Notice 79'-22) and Question 222.04, Control System'Failures'.

The'taff's evaluation of the applicant's response to these questions will be discussed'n a supplement to this SER.

Bechtel'nd CE are currently engaged in a study of High Energy Line Breaks and Consequential Control System Failures to satisfy the concerns of Question'22.03.'

We are currently projecting 'completion by January 8,

1982. When'ompleted", we'will report on the'esults.

In response to CESSAR Independent Design Review open item II.30, C-E addressed NRC concerns about multiple control system failures due to malfunction or failure of shared instruments or sensors.

The consequences of the" events identified'uring this analysis were found to be bounded by the existing FSAR Chapter'5 analysis.

This analysis considered'control systems within the" scope of'CESSAR and this applies to all System 80 plants.

The'nalysis of the effects of failure of control system power supplies'must be performed on a plant specific basis.

C-E has initiated'a program to provide assurance that the FSAR Chapter 15 analysis adequately bounds the'oncerns about multiple control systems failures on PVNGS.

(Question 222.04).

Prudent engineering judgement will be used to demonstrate that the Chapter 15 analyses'ound the" consequences of control system failures resulting from failures'f common power'upplies or sensors.

The bounding Chapter 15 event for each multiple control system failure scenario will be identi-fied. If the qualitative evaluation results are unacceptable consequences, then a quantitative analysis will be performed as needed.

If results are still not acceptable,'hen some provisions to eliminate the concern would be stipulated.

This study is due to be completed by March, 1982.

We anticipate no major problems will be surfaced by these two studies.

If a concern is identified, we commit to resolving that concern.

SER Section 7.4.2:

The applicant will install transfer switches for one division to enable the operator to cope with a fire in the control room (see Section 9.1e5 of this SER).

Revised'lectrical drawings (PVNGS FSAR Chapter 1.7) for approximately forty controls are ho be submitted to the staff prior to fuel loading.

The'taff will audit these drawings prior to fuel load to confirm that the installation of, the'ransfer switches (a) provides the desired electrical isolation 'from the control room of instrumentation, controls and power-sources and (b) does not compromise the design with respect to GDC 19.

As we stated'n oui response to Confirmatory Item //11 of the BOP IGC Drawing Review'eeting.on September 8-11, 1981, in an October 2, 1981 letter from E. E. Van Brunt, Jr. to R. L. Tedesco, ANPP-19078, APS confirms that added'ransfer'witches in the control room will provide desired isolation and willnot compromise the design with respect to GDC-19.
