Palo Verde Control Room Visiit This letter is to confirm the dates September 15, 1981. through September 17, 1981 for a visit by the NRC staff to your simulator.
The objective of this visit is to prepare a preliminary evaluation of the control room with re'.ard to the following:
1.
The adequacy of information presented to the operator to reflect plant status for normal operation, anticipated operational occurrences, and accident conditions; 2.
The groupings of displays and the layout of panels; 3.
Improvements in the safety monitoring and human factors enhanceoint of controls and control displays; 4.
The communication from the control room to points outside the control room, such as the on-site Technical Support Center.
(This communication link must also be coordinated with new requirements for transmission of plant systems data to NRC);
5.
The use of direct rather than de'rived signals for the presentation of process and safety information to the operator; 6.
The operability of the plant from the control room with multiple failures of non-safety-grade and non-seismic systems and control room systems; 7.
The categorization of alarms, with unique definition of safety alarms.

To assist the staff in its ev~luation, your cooperation is requested in the foll~owing ways:
l.
Admittance of several people to the simulator as needed for the duration of the visit; 2.
Admittance of several people to the control room on Thursday, September 17th.
3.
Two qualified control room operatoUs ~to asist the staff.for the duration of the visit; 4.
Permission to use video and audio recording,'equipment and photographic equipment in the simulator and control room;-
5.
Access to copies of system operating procedures used,~n control room operations; 6.
Availability of consultants who prepared the preliminary design assess-ment; 7.
An arrangement for security clearances for the team equipment:
- Video equipment 35mm cameras and tripod
- Cassette tape recorders (2)
- Film 8.
A briefing and debriefing with plant management capable of committing to control room changes.
Prior to our visit, please provide IusIvIith the name(s) and phone number(s) of the contact(s) at the simulator and the control room.
Also, please supply us with a list of abbreviations used on Panels/Systems/Subsystems and the control room color code standard.
l/e expect to be at the Palo Verde security gate at about 8:30 A.tt., on
- Tuesday, September 15, 1981.
The visiting team will consist of members of the NRC staff and its consultants.
