Please indicate your commitment that administrative controls governing crane operation will be established prior to fuel loading and will include a requirement that crane operators who operate cranes over fuel pools be qualified and conduct themselves in accordance with the guidel ines of ANSI'30.2-1976 (Chapter 2-3).

The comnitment, stated. fn your letter of June 25, 1981, to report exceptions to ANSI BZ).2-1976 "prior to fuel load" does not provide a basis for closing this issue prior to authorizing fuel loading.

Accordingly, please identify at this time any exceptions you pt opose to exercise.

In addition, please prnvirie a justification for each exception which shows how the crane operators'ualifications and required conduct are not diminished by the exception.

Please confirm that you will have administrative procedures covering the following subjects:

a.

Procedure Review and Approval b.

Crane Operation c.

Temporary Changes to Procedures Please describe the minimum size of the Fire Brigade to be maintained onsite at all times.

In addition, please verify that the responsibi 1-iLies of the fire brigade members under normal conditions will not conflict with Lheir responsibilities during a fire emergency according to the guidelines stated in Branch Technical Position ASB 9.5-1, "Cuide-lines for Fire Protection for Nuclear Power Plants," Revision 1, Appendix A.
