NRC Resident Inspection of September 8-30, 1980 File: 80-019-026 D.4.33.2

Dear Sir:

This letter refers to the Inspections conducted by Mr. L. E. Vorderbrueggen during the period of September 8-30, 1980, as documented in your letter of November 21, 1980, of activities authorized by the Nuclear Regulatory Com-mission (NRC) Construction Permit Nos. CPPR-141, 142 and 143.

During this Inspection, one (1) item of noncompliance was identified. Our response to this item of noncompliance (Severity Level 5 Violation (Supple-ment II)) is presented in the enclosed Attachment A.

ATTACHHENT A Docket No. 50-528 Construction Permit No. CPPR-141 Notice of Violation As a result of'the Inspection on September 24, 1980, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation was identified:

10CFR50,'ppendix B, Criterion V, Instructions, Procedures and Drawings, as implemented PSAR Section 17.1A.5, requires that activities affecting quality be accomplished in accor-dance with instructions, procedures or drawings appropriate to the circumstances.

Paragraph 8.11 of the Constructor-Engineer's Work Plan Procedure/Quality Control Instruction No. 28.0, entitled

">faintenance of Materials and Equipment" requires that motor-operated valves be maintained according to the manu-facturer's instructions.

Contrary to the above, as of September 24, 1980, the motor operators of isolation valves installed at Unit 1 in the main steam and feedwater systems were not undergoing the periodic inspections and maintenance prescribed by the manufacturer.

This is a Severity Level 5 violation (Supplement II).

~Res esse Corrective Ste s Which Have Been Taken Subsequent to the Finding, the Unit 1 motor operators of the isolation valves in the main steam and feedwater sys-tems were immediately cleaned and covered per the manu-facturer's requirements.

Corrective Ste s Taken to Avoid Further "Violations The isolation valves and their respective operators for the main steam and feedwater systems for Units 1 and 2 were in-corporated into the maintenance program October 17, 1980.

The valves and operators are being maintained on a monthly basis.

The last shipment of the isolation valves for Unit 3 was received on the jobsite November ll, 1980, placed in storage and incorporated in the maintenance program on December 4, 1980.

We are also reviewing the procedures and the maintenance program list to assure that (a) in the future, appropriate equipment will be included, and (2) other items have not been inadvertently omitted. These activities will be com-pleted by February, 1981.
