SUBJECT:

SUNNRY OF MEETING TO DISCUSS REVIEW PLANS FOR PALO VERDE OL APPLICATION A meeting was held in Bethesda, Haryland on t/arch 11, 1980 with representatives of the applicant to discuss the Pala Verde OL application.

The m'ecting was held at the applicant's request to discuss the plans for the review of the tendered application.

The meeting attendees are listed in the hclosure.

The meeting is summarized as follows.

~Summa r The OL application for Palo Verde 1, 2, and 3 >!M tendered in October (FSAR) and December (ER) of 1979.

The application references the CESSAR FSAR for the HSSS scope.

The CESSAR FSAR was accepted for docketing in December 1979.

The applicant gave a brief discussion on the status of plant construction.

The estimated percentages of completion fo'r <he three units were 60, 30 and 6 percent.

For Unit 1, the applicant's estimated fuel load date ~is November 1982 as compared to the Caseload Foj.ecast Panel date of Decembe>

1982'.'he applicant s'tated that in order to meet the pro)ected fuel load date for Unit 1, the review of the Palo Verde GL application should be started shortly.

We stated that due to the impact of the THI-2 accident, on HRR manpower resources, we would not be able to start a detailed review of the application prior to January 1981.

We added that we would attempt to start an acceptance review in April 1980.

If the application is found acceptable for docketing, this would permit the publication of a Federal Register notice to determine if there is going to be a hearing and, if so, what the contentions would be in the hearing.

We further stated that in order to complete the revi'ew of applications, such as Palo Verde, in a timely manner, both the industry and the HRC need to identify better ways of performing this process.

We suggested two ways that an applicant can consider, as follows:

Hold detailed system review meetings between the applicant and the vendors,

<dth NRC in attendance, so that the NRC stafF can understand thy bases for system design decisions sooner.

Point out trouble spots early (by using system reliability analysis) and seek third party opinions for these issues.

The applicant stated it would consider the above.suggestions, and agreed to pick one system for review and to schedule a meeting on the subject at the site area in the near future.

1<e added that the applicant should maintain cognizance of the requirements that are evolving as a result of the THI-2 assessments (e.g., control room design, operating experience of operators and other action plan items).

The applicant stated that it is maintaining an awareness of what requirements are evolving and does plan on updating the FSAR to address each of them.
