Dear Sir:

This letter refers to the Inspection conducted by Mr. L. E. Vorderbrueggen of your staff during the period January 2-31, 1980, as documented in your letter of March 17, 1980 of activities authorized by Nuclear Regulatory Commission (NRC) Construction Permits Nos. CPPR-141, 142 and 143.

During this Inspection, one item of noncompliance was identified. Our response to this item of noncompliance (Infraction) is presented in the enclosed Attachment A.

'r ATTACHMENT A Docket No. 50-528 Construction Permit No. CPPR-141 Notice of Violation Based on the results of inspections conducted by the NRC Resident Inspector during the period January 2-31, 1980, it appears that one of your activities was not conducted in full compliance with conditions of your NRC Construction Permit No. CPPR-141 as indi-cated below.

10CPR50, Appendix B, Criterion V, Instructions, Procedures and Drawings, as implemented by PSAR Sectiqn 17.1A.5, requires that activities affecting quality be accomplished in accordance with instruc-tions, procedures, or drawings appropriate to the circumstances.

Bechtel Procedure WPP/QCI 13.0 requires that storage activities be performed in accordance with the requirements of ANSI N45.2.2, "Packaging, Shipping, Receiving, Storage and Handling of Items for Nuclear Power Plants". Paragraph 3.9 of ANSI N45.2.2 requires that items be marked for identification purposes while in storage. Sec-tion 6.0 of ANSI N45.2.2 requires that items be placed on pallets, shoring or cribbing to permit air circulation during storage.

Contrary to the above, on January 22, 1980, in the auxiliary feedwater pump" rooms of the Unit 1 main steam support structure, five valves were not tagged or otherwise identified while in storage and six pipe spools and four valves were not placed on pallets, shoring, cribbing or equivalent to permit air circulation during storage.

This is an Infraction.

1. Corrective Ste s Which Have Been Taken Immediate action, as specified below, was taken to correct the Nonconforming Condition.
a. The pipe spools and valves which had been on the floor were placed on dunnage.
b. The unidentified/untagged valves were tagged.
c. The dirt and water was .cleaned 'from the affected valves. The motor operated steam throttle valve was covered.
d. The general area was cleaned.

Upon completion of the above action, the area was reinspected and found to be in compliance with the requirement for clean-liness and storage. Additionally, the inspection indicated that the items had not been damaged by the improper storage.

The correction of the storage and cleanliness deficiencies was verified by the NRC Resident Inspector. The NRC Resident Inspector verified that the five unidentified valves had been tagged after they had been installed.

2. Corrective Ste s Which Have Been Taken to Avoid turther Violations Housekeeping Procedure, Installation Procedure, adequacy.

WPP/QCI 202 ',

WPP/QCI 13.0, and Piping System were reviewed for Both procedures were determined to be adequate for piping and mechanical storage and installation. However, PCN /r'8, along with Appendix V, was added to WPP/QCI 13.0 to provide for additional electrical housekeeping inspection and documentation for unresolved deficiencies.

Additional emphasis has been placed on the housekeeping and piping installation activity with the Unit General Superin-tendents and Area Inspectors.

3. Date When Full Com liance Will Be Achieved As stated above, immediate corrective action was taken and has been verified by the NRC Resident Inspector.

Housekeeping and field storage are a continuing effort on the jobsite and inspections are being performed on a sched-uled basis as required by WPP/QCI 13.0 and WPP/QCI 12.0, respectively. No apparent degradation exists in housekeeping or field storage.
