This letter refers to the Inspection conducted by Mr. J. H. Eckhardt and members of your staff on November 26-30,

1979, as documented in your letter of January 26, 1980, of activities authorized by the Nuclear Regulatory Commission (NRC) Construction Permits Nos.

CPPR-

141, 142 and 143.

During this Inspection, one item of noncompliance was identified.

Our response to this item of noncompliance (Deficiency) is presented in the enclosed Attachment A.

ATTACHMENT A Docket No. 50-529 Notice of Violation Based on the results of the NRC Inspection conducted on November 26-30, 1979, it appears that one of your activities was not conducted in full compliance with NRC requirements as indicated below:

10CFR50, Appendix B, Criterion V, Instructions, Procedures.

and Drawings, as implemented by PSAR Section 17.1A.5, re-quires that activities affecting quality be accomplished in accordance with instructions, procedures or drawings appropriate to the circumstances.

Bechtel Instruction WPP/QCI 202.0, Appendix I, "Piping Systems Installation", Item C.2(c), requires that "any pipe system closures that are suspended at the end of a work day shall be capped and sealed."

Contrary to the above requirements, on swing shift of November 26,

1979, nine (9) ends of safety-related pipe being installed in Unit f!2 Auxiliary Building were observed to not be capped and work had been suspended on the pipe at the end of day shift.

This is a Deficiency.

Corrective Action Taken After the discovery of the uncapped pipe, they were inspected, found to be clean and recapped.

On December 5,

1979, at the General Superintendents'eeting, it was pointed out that additional training and indoctrination needed to be directed toward the crafts to emphasize the require-ments of Paragraph 6.0, "Maintenance of Cleanliness Requirements",

of Work Plans Procedures/Quality Control Instruction (WPP/QCI) 202.0.

As a result of this meeting, Tool Box training sessions were held with the appropriate crafts and formal documented indoctrination was initiated.

Ste s Taken to Avoid Further Violations A formal training and indoctrination document, "Piping Cleanness Indoctrination", was developed and initiated during the first week of January, 1980 to retrain and indoctrinate pipe fitters and pipe fitter welders.

This document emphasizes and explains; (1) the necessity for cleanness, (2) the cleaning and inspection steps that are taken during manufacturing, shipping and receiving and installation, (3) steps to be taken during installation to assure pipe cleanness standards, (4) set-up procedures, (5) classes of cleanness,,(6) pipe system protection during and after instal-

lation, and (7) sealing and marking requirements.

This training and indoctrination has been given to all (598)

Unit 81 and Unit /l2 pipe fitters and pipe fitter welders.

On swing shift of December 6 and December 13,

1979, a special inspection was conducted by Bechtel Quality Control to determine if any piping was left uncapped.

None could be found.

3.

Date of Full Com liance The formal training and indoctrination was completed the week of February 18, 1980 and this will become part of the indoctrination of new employees.
