This letter refers to the Inspection conducted by Mr. L. Vorderbrueggen and members of your staff on February 12-15,
- 1979, as documented in your letter of April 26, 1979 of activities authorized by Nuclear Regulatory Commission (NRC) Construction Permits Nos.
CPPR-141, 142 and 143.
During this Inspection, one item of noncompliance was identified.
Our response to this item of noncompliance (Infraction) is presented in the enclosed Attachment A.

- 529, 530 Notice of Violation Based on the results of the NRC Inspection conducted on February 12-15 and 28, 1979, it appears that one of your activities was not conducted in full compliance with conditions of your NRC Constxuction Permit No.
CPPR-142 as indicated below.
- 10CFR50, Appendix B, Criterion V, Xnstruction, Procedures and Drawings, as implemented by PSAR Section 17.1A.5, requires that activities affecting quality be accomplished in accordance with Instructions, Procedures or Drawings appropriate to the circumstances.
MPP/QCI 3.0, Field Control of Design Documents, Paragraph 5.5.2, and Exhibit 3.0-1 state that only unapproved or incomplete design documents and design specifications prior to award be st'amped "Information Only".
Contrary to the above requirements, on February 13, 1979, the completed and approved Design Document Drawing PS-111, Revision 4, was stamped "Information Only".
This document was being used by surveyors to lay out line and grade for horizontal tendon sheathing in Unit Pi2.
This is an Infraction.

Corrective Ste s Which Have Been Taken The Bechtel Survey Field Engineer was remiss by marking the drawings "For Information Only".
Since the NRC Inspection, all of the draw-ings so maxked have been destxo ed and the Field Engineex'as been counseled to follow the procedures as described in WPP/QCI 3.0.
On Harch 6, 1979, Superintendents, Area Engineers and Field Engineers
'were instructed by the Project Superintendent and the Assistant Pro-ject Field Engineer that all drawings that were stamped, or marked, "For Information Only", shall be destroyed and/ox restamped, "Void-Not For Construction Use".
Responsible personnel were advised that writing in lieu of stamping of drawings is not permitted.

Corrective Ste s Llhich Have Been Taken to Avoid Further Violations All drawings that will be used to record or indicate construction progress will not be used for installation purposes. 'hese drawings will be stamped "Void-Not For Construction Use" and will not be in-cluded on the drawing distribution matrix.
These drawings will be maintained separately on different holders so that their status can be readily identified and monitored.

Date Full Com liance Mill Be Achieved As stated, Bechtel supervision was reinstructed on the use of the Drawing Control Procedure and the use of "Void-Not For Construction Use" drawings.
This was completed on March 6, 1979.
The drawings which were marked "For Information Only" have been removed from the site.
The drawings necessary to indicate con-struction progress which are stamped '"Void-Not For Construction.
Use" have been issued.
These activities were completed June 1,
1979.
