SUBJECT:

DESIGN GROUNDWATER LEVELS - PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2 AND 3 In each of the construction permits (CPPR-141, CPPR-142 and CPPR-143),

dated tray 25, 1976, for the Palo Verde Nuclear Generating Station, Units 1, 2 and 3, we had included a condition which stated that neither construction of the water storage reservoir nor construction of the evaporation ponds shall be started.,

until a specific analysis, which is defined in Condition.3.F.(1) of the construction permits, had been submitted and approved by the Commission's staff.

.The condition permitted either of two alternate approaches to the analysis which are also defined in the condition.

By letter, dated April 18, 1979, you state that the design groun'dwater levels'or Units 1, 2 and 3 have been established at 927, 924 and 921 feet above mean sea level, respectively, which are 30 feet below the plant grade for each unit.

You also state that the supporting analyses to satisfy alternate (b) of Condition 3.F'(1) of the construction permits were provided in Amendment No. 19, dated December 18, 1978, to the PSAR for Palo Verde, Units 1,

2 and 3.

In your letter, you request that we notify you of the acceptability of the information submitted in satisfying this construction permit condition.

We have reviewed the design groundwater levels for Units 1, 2 and 3 as stated in your April 18, 1979 letter and the. supporting analyses submitted in Amendment No.

19 to the PSAR and conclude that these groundwater levels of

927, 924 and 921 feet above mean sea level are acceptable.

This conclusion is based on the following considerations:

The results of the seepage analysis demonstrate that the actual groundwater levels wi'll'- remain below the design groundwater levels.

(2)

The results of the liquefaction analysis demonstrate that soil liquefaction effects will not pose a hazard to the facility in the event that a safe shutdown earthquake should'occur at the site in conjunction with the design groundwater levels.

(3)

All other effects of the design groundwater levels, such as the effects of hydrostatic groundwater pressure on structures, will be properly accounted for in the design of the facility.

Therefore, we conclude that Condition 3.F.(l) of the construction permits for Palo Ye&de, Units 1, 2 and 3 has been met and that construction of the water storage reservoir and the evaporation ponds for these units can'roceed.
