TRANSMITTAL OF DRAFT SAFETY EVALUATION FOR PROPOSED MEASUREMENT UNCERTAINTY RECAPTURE POWER UPRATE AMENDMENT (CAC NOS. MF9289 AND MF9290; EPID L-2017-LLS-0001)

Dear Mr. Hanson:

By letter dated February 17, 2017, 1 as supplemented by additional letters, 2 Exelon Generation Company, LLC (Exelon) submitted a license amendment request for Peach Bottom Atomic Power Station, Units 2 and 3. The proposed amendments would revise the Renewed Facility Operating Licenses and Technical Specifications to implement a measurement uncertainty recapture power uprate.

Enclosed is the draft safety evaluation (SE) that the U.S. Nuclear Regulatory Commission (NRC) staff has prepared to support the license amendment request. The draft SE is being withheld from public disclosure at this time because it contains proprietary information pursuant to Title 1O of the Code of Federal Regulations Section 2.390. The NRC staff has made some preliminary proprietary markings in the draft SE identified by underlined text (in red font) enclosed within bolded double brackets.

Enclosure 1 transmitted herewith contains sensitive unclassified information. When separated from Enclosure 1, this document is decontrolled.

Comments may also be provided regarding the factual accuracy of the information in the draft SE. The response timeframe was discussed with Mr. David Neff of your staff on October 30, 2017.

Since the NRG staff review is not yet complete, this letter and the enclosure do not convey or represent an NRG staff position regarding the license amendment request. Should the amendments be approved, the NRG staff will issue a publicly available, nonproprietary version of the SE.
