EMERGENCY OPERATING PROCEDURE (EOP)

INSPECTION PROGRAM DOCKET NO. 50-400 This is to advise you of a special inspection initiative that is being performed at operating reactors.

It will include an inspection to be performed at the Shearon Harris site.

The initiative is entitled the "EOP Inspection Program."

The purpose of the inspection is to verify the EOPs are technically accurate; that specified actions can be meaningfully accomplished using existing equipment,

controls, and instrumentation; and that the available procedures have the usability necessary to provide the operator with an effective operating tool.

The inspection program is a

team inspection.

The inspection team will include two or three senior reactor inspectors, a licensing examiner, a

human factors specialist, and the Shearon Harris resident inspector (Mr. M. Shannon).

The inspection is scheduled for September 18-29, 1989.

The team leader for this i nspection will be Mr. L. Lawyer from Region II.

Mr. Lawyer, or one of his supervisors, wi 11 be contacting members of your staff in the near future to discuss the details of the inspection.

If you have any question in the interim regarding the inspection

program, we will be pleased to discuss them with you.
