NRC INSPECTION

OF WNP-2

This refers to the routine

on site inspection

conducted

by Messrs.

29-February

2,

and February 12-16,

1990, of activities authorized

by

NRC License

No;

NPF-21,

and to the

discussion of our findings held by Mr. Cicotte with you and members of your

staff at the conclusion of the inspection.

Areas

examined during this inspection

are described

in the enclosed

inspection

report.

Within these

areas,

the inspection consisted

of selective

examinations

of procedures

and representative

records,

interviews with

and observations

by the inspector.

Based

on the results of this inspection, it appears

that

herewith

as Appendix A.

Section

4 of the enclosed

report describes

our review of a contamination

incident that occurred

on January

10,

1990.

This review documents

examples

where the exercise of individual discretion

by several

personnel

on your staff

resulted in inadequate

radiological controls.

We suggest that you carefully

examine these findings to determine

whether

the opportunity exists to improve

radiological work performance.

Your response

to this Notice is to be submitted in accordance

with the

provisions of 10 CFR 2.201

as stated in Appendix A, Notice of Violation.

In accordance

with 10 CFR 2.790(a),

a copy of this letter and the enclosure

will be placed in the

NRC Public Document

Room.

The responses

directed

by this letter and the accompanying

Notice are not

subject to the clearance
