SUBJECT:

ISSUANCE OF NOTICE OF WITHDRAWAL OF APPLICATION TO AMEND OPERATING LICENSE NPF-21 (TAC NO. 72828)

In response to your letter dated June 15, 1989 (G02-89-109),

the Commission has issued a Notice of Withdrawal of Application for Amendment.

This notice relates to your application dated March 24, 1989 (G02-89-047) for proposed changes to License Condition 2.C.(16) Attachment 2, Item 3(b), Wide Range Neutron Monitor.

The proposed change would have deferred the requirements of Regulatory Guide 1.97 for flux monitoring to the startup following the fifth refueling outage.

By your letter of June 15, 1989 you advised that you successfully completed the installation of the instrumentation during the fourth refueling outage and that the amendment request of March 24, 1989 is not required.

On this basis we terminated our review of your March 24, 1989 application.

The Notice has been forwarded to the Office of the Federal Register for publication.

A copy of the Notice is enclosed for your information.
