This refers to the NRC's Systematic

Assessment

of Licensee

Performance

(SALP) Board Report. No. 50-397/89-16,

dated July 24,

1989, for your WNP-2

facility and our management

meeting of August 8, 1989, during which we

discussed

the results of that assessment.

Subjects

discussed

during the

meeting are described

in the enclosed

Meeting Report

No. 50-397/89-26.

We find your efforts to date in the operations

and engineering

areas

to be

noteworthy,

and encourage

you to continue the initiatives that you have

begun.

As noted during our August 8 meeting, additional

improvement is

needed

in other areas,

including maintenance,

surveillance,

radiation

protection,

and technical staff activities.

We encourage

you to review the

Board's

and other recent inspection findings and take action to correct

identified weak areas.

Progress

has

been

made,

but much work remains for the

Supply System to achieve its stated

goal of being

a top performer.

Our July 24 letter noted that you were not required to reply to the

SALP

Board's report but could do so, if desired, within 30 days after the August 8

meeting.

Based

on

a September

26 discussion with Mr. G. Sorensen

of your

staff, we understand

that the Supply System

has

no specific

comments

on the

SALP Board's report and will not provide

a response

at this time.

No changes

have therefore

been

made to the Initial SALP Board Report No. 50-397/89-16,

issued

on July 24,

1989,

and it is being issued

herewith as the Final

SALP

Report.

We also understand

that the Supply System is planning to provide

a

letter to the

NRC in the near future to describe actions

being taken or

planned to improve performance

in weak areas identified in the

SALP report.

In accordance

with 10 CFR 2.790(a),

a copy of this letter and the enclosure

will be placed in the

NRC Public Document

Room.
