SUBJECT:

CLOSEOUT OF GENERIC LETTER 83-28 ITEM 4.5.2 (TAC NO. 54040)

In July, 1983 NRC issued Generic Letter 83-28 identifying certain safety issues and requesting information from licensees to support evaluation of these issues.

WPPSS responded on November 18, 1983.

Item 4.5.2 required WPPSS to confirm that this plant is designed to permit periodic on-line testing of the Reactor Trip System and, if not, to justify not making modifications to permit such testing.

Your response states that the plant is designed to permit the required periodic on-line testing of the Reactor Trip System.

You further state that this testing does not include on-line testing of the backup scram valves but states that the operability of these valves is verified by testing at cold shutdown.

In a telephone conference call on April 4, 1989 WNP-2 staff confirmed that the operability of ea'ch of these valves is verified at 18 month intervals.

Our review of this information finds it acceptable for resolving Item 4.5.2 as documented in the enclosed safety evaluation report.
